Redirect every non-admin user to a "Deployment In Progress" page🏢
While active, every signed-in read/write user is redirected to /deployment and
every guarded API call 503s for them. Admins are exempt — you'll keep full access so you can
verify the deploy and turn this back off.
The app is working normally for everyone.
If both are set, the window activates and deactivates on its own at those times — no one needs
to click anything at the boundary. Saving here also switches back to following this schedule if the
button above was previously forced ON.
